Vacant Post – HEALTH PROMOTION SENIOR PROJECT OFFICER, Tonga Health

Key Objectives of the Position

The Senior Health Promotion Project Officer is responsible to the Project Coordinator for developing, implementing, coordinating and monitoring TongaHealth’s health promotion investments and desired outputs in accordance with the purposes, goals and objectives approved by the Board. The position supports processes that:

  • Increase the evidence base for health promotion interventions
  • Support TongaHealth’s advocacy strategy
  • Support capacity building to develop the skills and resources that will sustain policies across sectors
  • Increase knowledge and public understanding of health and wellbeing and the social and economic factors that cause poor health

Assists TongaHealth to build partnerships with others

Job Focus

The focus of this position is on developing and monitoring evidence-based health promotion interventions and supporting inter-sectoral capacity building.

The position requires a high level of credibility, energy and skill, focussed on relationship building, advocacy and partnering, and excellent communication skills.

Selection Criteria

The knowledge and skills required are:

  • At least 5 years experience and training in public health or health promotion, preferably with a professional qualification
  • A sound understanding of national and international policy frameworks for health promotion and public health
  • Proven project management skills including monitoring and evaluation and experience in a relevant area
  • Sound conceptual, analytical, planning and project design skills
  • Understanding of research and evaluation principles
  • Knowledge of budgets and basic financial reporting
  • Demonstrated ability to maintain program focus, attain specified targets, work within budgets Excellent relationship building and communication skills including report writing skills

Proven administrative and organisational skills.

 
  KRA Major Tasks  
  1. Strategy and 

Policy Development

Supports the appropriate development of frameworks and policies for TongaHealth’s interventions by:

•    Participating in strategy development and the setting of clear and attainable objectives

•    Accumulating strategic intelligence

•    Conducting policy analysis and research

•    Advocating for policy change and legislative reform

•    Analysing and monitoring trends in physical activity participation, healthy eating, tobacco control and alcohol harm reduction

•    Supporting the strategic thinking of the Board and the CEO

•    Liaising with key stakeholders particularly government departments and partners

 
  2. Program Design and Development

 

  Ensures the development of high quality health promotion interventions by:

•       Reviewing, monitoring and contributing to national health promotion policy frameworks

•       Reviewing research and evidence to ensure that a solid basis for program implementation and potential investments  exists and that duplication is avoided

•       Analysing government policies, legislation/regulation to identify barriers/enablers to achieving desired outcomes

•       Liaising with key stakeholders, particularly government departments and partners to ensure investments value add to existing work

•       Contributing to the generation of ideas and participating in the setting of targets and priorities

•       Contributing to the design and implementation of appropriate evaluation processes

 
  3. Monitoring Evaluation

 

and Ensures the efficient and effective monitoring and evaluation of TongaHealth’s grant making and sponsorship processes by:

•       Supporting the review of funding guidelines and tender specifications for grants schemes which are circulated widely

•       Reviewing the equitable selection of grant recipients and partners

•       Providing support and advice to partners and funding recipients

•       Reviewing the reporting and acquittal requirements

•       Ensuring the effective monitoring and evaluation of funded activities

 
  4. Advocacy Supports TongaHealth’s advocacy activities to develop and reform policy, programs and legislation by:

•       Supporting the development of advocacy strategies for health promotion and NCD prevention, particularly tobacco control, physical activity and healthy eating objectives and alcohol harm reduction

•       Preparing material for presentation at workshops and conferences, for the media and for publication

•       Extracting and disseminating the knowledge and learning gained from funded activities

•       Supporting key stakeholders and partners in advocacy activity

 

 

 

 

  5. Relationship  

Building 

Ensures the continuing goodwill and support of stakeholders, particularly partners and funds providers by:

 

•       Developing and maintaining excellent relationships with key players

•       Sharing valuable information and learning

•       Representing TongaHealth as required

•       Maintaining open, inclusive and responsive set of relationships.

 

 

 

Salary scale:  Level 7
