The Government of Tonga has received Additional Financing (AF) toward the Tonga Transport Sector Consolidation Project (TSCP), from the International Development Association (IDA), and it intends to apply part of the proceeds of this fund to payments under the Contract for Consulting Services for a Technical Maritime Advisor.
The Ministry of Infrastructure (MOI) is currently implementing the TSCP, funded by the World Bank, to consolidate the various transport related functions and responsibilities of the sector. The project focuses on the three key sectors of the MOI: aviation, maritime, and land transport, as well as on establishing the overarching organizational and legislative framework for the ministry as a whole. The closing date for the project is 30^th June 2018.

The MOI, the Implementing Agency for the TSCP, now invites Expressions of Interest (EOI) from qualified Individual Consultants, including information on your experience and competence relevant to the following services to be provided;
Scope of work: The scope of services consists of, but not limited to the following tasks; (i) Advise the Director of MPD in the strategic planning, implementation and management of Maritime sector; (ii) Assist with the implementation of the new maritime regulations and Acts; (iii) Mentoring and capacity development of new and existing MPD Staff to improve their capacity and understanding of their roles in line with new Maritime Legislation; (iv) Provide professional advice to the Director MPD and MOI CEO concerning the efficient and effective routine operation and regulation of the maritime; (v) Support to MPD Director in all matters for maritime and ports related activities and those activities funded under TSCP AF; (vi) Assist with the establishment of a Marine Maintenance Fund; (vii) Provide ad hoc management advice to the MPD Director as and when necessary; (viii) Development of Maritime Policy & National Maritime Policy; (ix)Assist with Development of National Shipping Council & Shipping Routes Licensing

It is anticipated that the consultant will commence as soon as possible for a total of 12 months of full time in-country input with a possibility of extension based on agreement by both parties. Interested Consultants should therefore provide the following (i) a statement addressing the selection criteria detailed in the TOR, (ii) a copy of the curriculum vitae and (iii) a list of 3 references with relevant contact details for consideration in this selection process. Only the most qualified and suitable candidate will be invited to negotiate a Contract.
