The Ministry of Internal Affairs (MIA) & Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Skills and Employment for Tongans Project (SET), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include a Monitoring and Evaluation Specialist. It is anticipated that the Monitoring and Evaluation Specialist will commence as soon as possible for 5 years duration. The position will be fulltime and based in Nuku’alofa, Tonga.

The SET now invites eligible individual (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services and list of 3 referees with contact details. The shortlisting criteria are but not limited to:
Advanced degree in a relevant discipline (e.g. social sciences, international development, econometrics, statistics, or other related fields);
At least 5 years of M&E work experience;
Experiences in creating and managing performance monitoring plans and leveraging
performance monitoring data for improving ongoing project performance, accountability of stakeholders and learning outcomes;
Experience in similar projects in developing countries in designing and field testing surveys and other data collection instruments;
Experience in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;
Experience with developing M&E policies, practices and procedures;
Good working knowledge of the World Bank M&E procedures /requirements;
Ability to make speedy but rational M&E decisions;
Ability to plan and set goals and targets to achieve an objective;
Ability to work together cohesively in a team and sharing of ideas to reach a decision;
Competency in Microsoft Office Suite and MS Project or similar planning/monitoring software;
Ability to write fluent, sequential, informative but concise and accurate activity reports; and
Excellent general written and oral communication skills.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the
Procurement Regulations.
A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be taken into account. The firm, if proposing an individual must specify whether the contract would be signed with the firm or the proposed individual.
A Consultant will be selected in accordance with the Selection of Individual Consultants (INDV) method set out in the Procurement Regulations.
