Tonga’s Trade Portal officially launched

13th September, 2019 Tonga’s Trade Portal was officially launched this morning at Tanoa International Dateline Hotel, Nuku’alofa. The event began with a National Validation Workshop on Tonga’s Trade Portal, on the 10th – 13th September 2019.

Deputy Chief Executive Officer for the Ministry of Trade and Economic Development (MTED), Ms. Pauline Siasau said, “The idea was that the existence of such ministry will promote a more accountable and transparent environment by providing information about government’s policies, programs and activities. With that aim, a Trade Portal was designed.”

She said this was developed under the Pacific Agreement on Closer Economic Relations (PACER) Plus Agreement with the support and funds from the Government of Australia and New Zealand in contracting with the United Nations Conference on Trade and Development (UNCTAD) to assist signatories in the designing and establishing of National Trade Portals to facilitate trade and investment.

“The launch of this Trade Portal embodies our ministry’s services where the public and the pacific can keep track of information that are trade related. This has to do with our improvement and commitment. The portal is a way for us to publish our legislations and to notify other member countries that are a party to the PACER Plus to provide their comments, as well as their legislations for our comments.”

The 11 signatories are Australia, Cook Islands, Kiribati, Nauru, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

Ms. Siasau also said the focus of this Trade Portal is based on delivering the project results, validate data and information on the products and legislation of national stakeholders and awareness training to the public.

Five products have been selected to initiate on the portal are as follows;

  • Importation of meat products,
  • Importation of vehicles,
  • Exportation of fresh fish,
  • Exportation of pumpkins, watermelons and
  • Exportation of handicrafts.

“With the development of this portal, we have set up step by step procedure to make it easier and transparent for the public to have access to any information of importation and exportation of this five products. During the workshop, we have nominated reps from government line ministries to become information officers to collect all information that are related to the procedures of the products. The information gathered by these information officers will be distributed and published on the portal for the public and members of the parties.”

She told the gatherings that the launch of this portal is more than just an information portal but a linkage to all information released by relevant stakeholders and the member countries under the agreement.

Ms. Siasau expressed her sincere gratitude to the UNCTAD for their assistance and ongoing support towards this project.

The event was hosted by the MTED in collaboration with the UNCTAD.

Written Tenders are hereby invited for the operation of the FWC Airport Total Service Station in Fua’amotu.

GENERAL CONDITIONS OF TENDER

  1. Tender scope is for the daily operation of the existing petrol station (and retail shop) in Fua’amotu, for the selling of fuel and other related items, including but not limited to –
    1. Petroleum products;
    2. Gas products;
  • Foodstuff; and
  1. General sundry.
  1. Tenders will only be accepted from reputable companies that can demonstrate access to startup capital and that are immediately available for the operation of the petrol station. This must be evidenced by appropriate financial statements, or other documentary proof.
  1. The term tendered for is five (5) Following this period, the Agreement of the Parties may be extended for another five (5) years, subject to –
  • further review and mutual agreement between the Parties involved; and

(b)   satisfactory results of an independent annual review assessing asset maintenance and new investment in the petrol station.

  1. Supply of fuel and lubricants are to be maintained with the existing supplier (Total Ltd). In return, the existing supplier will continue to keep key maintenance and operation of the petrol station to the required standard. Refer to Table 1 in Appendix one below for summary of sales in the Gas Station.
  1. The successful of the tenderer must be able to maintain and operate the shop space with a sufficient and wide range of goods.
  1. The successful tenderer must comply with, and implement necessary Safety Standards & Regulations in compliance with the Safety Standards of Total Fiji Ltd when operating the petrol

Commemoration of the International Day for the Preservation of the Ozone Layer – Celebrating ’32 Years and Healing’

16th September, 2019 The National Ozone Unit under the Department of Climate Change of MEIDECC commemorated the International Day for the Preservation of the Ozone Layer under the theme ‘32 Years and Healing’, this morning at Hilliard Memorial School.

The International Day for the Preservation of the Ozone Layer has been observed every year since 1994, to mark the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer, which took place on the 16th September 1987. This year marks the 32th anniversary of the Montreal Protocol.

Head of the National Ozone Unit, Mr. Uikelotu Vunga said, it is indeed a blessing for the Kingdom of Tonga to join other islands in the Pacific as well as most industrial countries in the world in commemorating this momentous day.

“Ozone is not just a layer, but a great guardian of all existence under the sun. Hence a world without ozone is like a house built without a roof. It is our obligation to guarantee this shield is confined from deterioration due to illegal trades and unsafe handling of ozone depleting substances (ODS).”

The Montreal Protocol is signed by 197 countries including Tonga.

“This year’s World Ozone Day theme is “32 Years and Healing”. It signifies the successes we have accomplished in combating the destruction of the ozone layer for the past three decades, under the assistance of the Montreal Protocol.”

He said the healing of the ozone is the prize of remarkable international co-operations with the Montreal Protocol by reminding us to keep a healthy people living in a healthy planet.

“The Montreal Protocol has led to the phase-out of 99 per cent of ozone-depleting chemicals in refrigerators, air-conditioners and many other products. The latest Scientific Assessment of Ozone Depletion completed in 2018, shows that, as a result, parts of the ozone layer have recovered at a rate of 1-3% per decade since 2000. Ozone layer protection efforts have also contributed to the fight against climate change by averting an estimated 135 billion tons of carbon dioxide equivalent emissions, from 1990 to 2010.”

Mr. Vunga stressed the need to maintain these gains by remaining vigilant and tackle any illegal sources of ozone-depleting substances that may arise.

The program was featured with a tree planting conducted by the National Ozone Unit for the teachers and students of the Hilliard Memorial School to conclude the event.

  1. The funeral cortege of the Prime Minister of Tonga, The Honourable Samuela ‘Akilisi Pohiva will arrive at Fua’amotu Airport on Tuesday 17th September 2019 at 3pm and will proceed from Fua’amotu Airport to St George Government Building in Nuku’alofa.
  2. The Prime Minister of Tonga, The Honourable Samuela ‘Akilisi Pohiva will lie-in-state at St George Government Building from the evening of Tuesday 17th September to Thursday morning 19th September.
  3. The National Flag of the Kingdom of Tonga shall be flown at half-mast on Thursday 19 September 2019.
  4. Thursday 19th September 2019 shall be a Public Holiday and a National Day of Mourning in honour of the late Prime Minister of Tonga, The Honourable Samuela ‘Akilisi Pohiva.
  5. The Funeral Service will be held at the Centenary Church on Thursday 19th September at 10am.
  6. The interment of the Prime Minister of Tonga, The Honourable Samuela ‘Akilisi Pohiva will be at Telekava Cemetery.

17th September, 2019 The Minister of Environment, Climate Change, Disaster Management and Meteorology of the Solomon Islands, Dr. Culwick Togamana opened the Impact Based and Warning Services Workshop for the Pacific Small Island Developing States (SIDS) of the World Meteorological Organization Regional Association V. This workshop takes place here in Honiara from the 16th – 20th September 2019.

The President of the WMO RA V and Director of the Tonga Meteorological and Coast Radio Services stressed the importance and the urgent need to improve our Multi-Hazard Early Warning Systems, the essence of our presence in this workshop.

Given the current rate of natural hazards and extreme weather and climate events affecting our communities and the projected increase in climate related extreme events and hazards under a warmer climate regime, the provision of accurate weather and climate forecasts and warnings is extremely important. Majority of our populations rely heavily on weather forecasts and warnings provided by the National Meteorological and Hydrological Authorities. The role of national authorities in providing early warning and their partners in ensuring that sectors and communities are prepared has also become more important now with the changes in the weather and climate variability. Extreme weather records continue to be broken every year in terms of intensities, droughts are becoming more severe and the projections are for these conditions to get worst in the future.

To present the information in a more actionable and understood manner is also another important aspect of impact-based forecasting and services. It is the taking of the scientific predictions, figuring out the likely impact on the community or the sector or a person and conveying that information and how to react to those impacts.

So Early warning is no longer just the responsibility of the MET Service, Disaster Management Office and Geological Services. These arms of Government may be responsible for producing warnings, disseminating them and coordinating responses but everyone has a role to play and every citizen has a role in the early warning system. “Good policy and legislation is also required to ensure the machinery for delivery of a good multi-hazard early warning system is in place”, Mr. Fa’anunu also added during his remarks.

One of the objectives of this workshop is learning that the collection, validation, organization and storage of data is extremely import for impact based forecasting. Particularly impact data. Most Meteorological Centers have excellent meteorological high quality and long records. During the Opening Statement of the Guest of Honor, the Minister for Environment, Climate Change, Disaster Management and Meteorology, Honorable Dr. Culwick Togamana paid his respects and expressed the condolences of the Solomon Island Government for the passing of Tonga’s Prime Minister, Honorable Samiuela Akilisi Pohiva. A moment of silence was observed to remember Honorable Pohiva’s contribution to Meteorology in the Pacific and all those that lost their lives in recent natural disasters around the world.

The Team attending in this workshop is being led by the Director of Tonga Meteorological Services, Mr. ‘Ofa Fa’anunu, Mr. Laitia Fifita (Chief Meteorologist, Tonga MET Services), Mrs. Moana Kioa (Principal Assistant Secretary, NEMO), Mr. Rennie Vaiomo’unga (Senior Geologist, Geology Tonga) and Mrs. ‘Anaseini Iotebatu (Disaster Management Coordinator, Tonga Red Cross). Their participation in this workshop is strategically being set up to output an integrated approach towards implementing Multi-Hazard Early Warning Systems and Services in Tonga.

Acknowledgement is also given to the funding support received from the World Meteorological Organization (WMO) and the World Bank (PREP) project for our participation in this very important workshop amongst other delegations from all the other 15 pacific island islands (Cook Islands, FSM, Fiji, Kiribati, Marshall Islands, Niue, Palau, PNG, Samoa, Tokelau, Tonga, Tuvalu, Solomon Islands and Vanuatu).

TongaHealth 2019 Dr. Tapa Scholarship Award Application

The TongaHealth Dr. Tapa Scholarship award is available to all Tongans enrolling in the Certificate of Public Health or the Diploma of Public Health Program at the Fiji School of Medicine, or equivalent accredited public health or health promotion training program provided by a recognized University or training provider.

The purpose of the Dr. Tapa scholarship is to build non-communicable disease (NCD) prevention capacity in Tonga and to support workforce development.

Tongan nationals currently employed, or planning a career in a discipline relevant to public health and health promotion, are eligible to apply. Applicants must already be accepted to the Fiji School of Medicine in an undergraduate degree program.

Scholarship coverage may include:

  • Enrolment / tuition fees /text books
  • Travel and accommodation depending on residential course requirements
  • Student association fees
  • Computer essentials and logistics

Selection

  • Scholarship awards will be based on academic merit, taking into account the academic attainment and work experience.
  • Applicants must have already received approval of enrolment at the Fiji School of Medicine in either the Certificate , Diploma or an undergraduate program of Public Health courses for 2020.
  • Mature age applicants should have at least 5 years relevant work experience, achieved pass grades at least either the Form 6 or Form 7 or equivalent results and/or have successfully undertaken some form of relevant tertiary studies either through tertiary institutions or work related training.
  • Applicants should not hold an undergraduate or postgraduate degree.
  •  As of 1 January 2019, applicants should be at least 17 years of age.

Distance and Flexible Learning Mode (USP and FSM only)

Those applying for a Distance and Flexible Learning (DFL) award must be scheduled to complete a program of study within a two -year time frame.

(i) Proof of placement at a recognized institution for the 2020 academic year

(iii) Curriculum Vitae (no more than 3 A4 pages)
