REQUEST FOR EXPRESSIONS OF INTEREST
This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 26th July 2011 and published Issue no 804 16th August 2011, re- advertised 30th April 2012 and again on 30th October 2013.
The Government of the Republic of Vanuatu (GoV) has received financing from the World Bank toward the cost of the Vanuatu Aviation Investment Project, and intends to apply part of the proceeds for this consulting services.
The consulting services (“the Services”) include VSAT network design and management.
The purpose of the VSAT system is to provide reliable Internet communications to accommodate both data applications and voice communications for remote locations in Vanuatu, Cooks Island and Niue.
The Vanuatu Aviation Investment Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide documentary evidence clearly defining company profiles/core business descriptions, descriptions of similar assignments (at least three similar assignments should be detailed) and experience in similar conditions against the short-listing criteria:
- Company Structure and Core Business;
- Demonstrated similar experience in design and management of VSAT;
- Experience in developing country (experience in the Pacific Region, small island would be an asset).
Consultants may associate in the form of a joint venture or sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group.
Interested consultants should clearly indicate the structure of their “association” and the duties of their partners and sub consultants in their application. Unclear expressions of interests in terms of “in association with” and / or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition).

Expressions of interest must be received at the address below by March 2, 2017. Email submissions will be accepted with less than 3MEG attachments.
