Impact Evaluation Training

07th July, 2021 On the 28th – 29th June 2021, An Impact Evaluation Training was held: In the Falemaama Hall at Fasi moe Afi. 

As components of the Skills and Employment (SET) Project, the Ministries of Internal Affairs (MIA) and Ministry of Education and Training, supported by the World Bank, will conduct an impact evaluation survey training, with the objectives to: 

  1. Evaluate the impacts of the Conditional Cash Transfer (CCT) program for secondary school enrolment and attendance. 
  2. Assess the employment outcomes of the beneficiaries of the TVET Student Support Funds (TSSF) relative to a control group of Tongan youth who were not able to benefit from the intervention. 

The impact evaluation training seeks to gather qualitative information from a sample of CCT and TSSF beneficiaries and non-beneficiaries, as well as education institutions and schools. The aim of this survey training was for trainers (SET Project Management Unit, Monitoring and Evaluation Expert, and AGS) to train enumerators who will conduct the Impact Evaluation Survey for the SET Project.

They will conduct face to face training sessions in Tongatapu, Vava’u, ‘Eua and Ha’apai. And for Niuatoputapu and Niuafo’ou they will use virtual (eg. zoom) or telephone training. 

The outcome expected from this impact and evaluation training is for the:

  • For the Enumerators to be well informed about the SET Project and its priority objectives.  
  • For the Enumerators to be well informed about the objective of the Impact Evaluation Survey.  
  • Enumerators to understand each question from the perspective of the impact evaluation task.  
  • Enumerator to know the accurate expected answers from the households.
  • Enumerator to learn how to approach households in a respectful manner. 

This Impact evaluation survey training expects to be completed in full partnership with both Ministries to assure the evaluation deliverables are tailored to fill critical knowledge gaps and inform future policy development in Tonga. The Impact Evaluation report of the CCT and TSSF Programs is expected to be available by the end September 2021.
