Assignment Title:  Institutional strengthening, development of a legal and regulatory frameworks for Multi Hazards Early Warning System (MHEWS)

The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program and intends to apply part of the proceeds for consulting services for “Institutional strengthening, development of a legal and regulatory frameworks for Multi Hazards Early Warning System (MHEWS)”. 

 The Consultant is expected to formulate and deliver legislative reforms to provide inter alia sound administrative and regulatory framework for the purposes of meteorology and forecasting of weather and the state of the atmosphere in Tonga, the development of impact forecasting and a multi-hazard early warning system. The Consultant will provide the services under the direction of the CEO – MEIDECC and in accordance with all requirements specified by the Office of the Attorney General.

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The Shortlisting criteria are: a) a university degree in law; b) minimum seven (7) years’ experience practicing law and/or policy; c) Substantial experience undertaking law and policy reforms; d) Admitted to practice law in the highest court of a Common Law jurisdiction; e) Substantial experience in reviewing and drafting legislation; f) Excellent communication, networking and interpersonal skills; and g) Ability to constructively engage at senior government level and ministerial level. Working knowledge of policies and laws relating to national Meteorological, Hydrological and Geological Services of Tonga, as well as knowledge and experience in the legislative processes of Tonga and experience practicing administrative law are desirable. Sound understanding of emergency management and early warning within the Pacific Islands would be an advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
