1. The Government of the Kingdom of Tonga has received financing from the Asian Development Bank (ADB) towards the cost of the Outer Island Renewable Energy Project and it intends to apply part of the proceeds towards payment under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.
2. The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) (the Employer) invites sealed bids from eligible Bidders for the ICB-P4-EQUIPMENT-02 package, which includes seven (7) Lots, as follows:
- Lot 1: 1 × Double Cab Ute (second-hand)
- Lot 2: 1 × Knuckle boom mounted crane truck (second hand)
- Lot 3: 2 × Compact Mini Excavators (second-hand) with 2 × Trailers for the Excavators (second-hand)
- Lot 4: 1 × Tractor (second-hand) with 1 x Trenching Machine attachment (second hand)
- Lot 5: 1 × Spare Full Trenching Machine Attachment (same as above) (Second-hand)
- Lot 6: 1 × Tractor (second-hand) with 1 x Rock Saw attachment (second hand)
- Lot 7: 1 × Telehandler (second-hand)
All Lots (1-7) are to be delivered to the Domestic Ferry Wharf, Nuku’alofa, Tongatapu within a maximum of four (4) months from contract signing. All Lots also have to be cleared through the Customs process before delivery to the Domestic wharf. Please note that there shall be no customs or duty levied upon the equipment as they are for a Development Partner funded project, but there may be fees and administration costs that need to be covered by the Bidder. In addition, there will be transportation costs to move the goods from the international wharf to the domestic wharf and the Bidder is responsible for this. A Bidder may bid for any one, more than one, or all of the Lots.
3. International Competitive Bidding (ICB) will be conducted in accordance with the ADB’s Single Stage – One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
- Net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
- Minimum average annual turnover of 80 percent of the contract value for each of the seven (7) Lots, calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2016, 2017 and 2018).
- Availability of or access to liquid assets, lines of credit and other finances sufficient to meet cashflow requirement which is 80 percent of the contract value for each of the seven (7) Lots.
- Successful completion as main supplier within the last three (3) years (2016, 2017 and 2018) of at least one (1) contract valued at 80 percent of the contract value for each of the seven (7) Lots.

6. To receive the Bidding Documents in English, eligible Bidders should email Mr. Lillis at the email address above, requesting for a soft copy of the Bidding Documents for the OIREP “ICB-P4-EQUIPMENT-02” package. The document will be sent by email only, after which the Bidder shall confirm receipt.
7. Deliver your bids (hard copy of the original only):
- To the MEIDECC Energy Office address above
- On or 13 March 2020 at 10:00 hours (Local Time)
- Together with the Bid-Securing Declaration as described in the Bidding Document.
Late bids will be rejected.
Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
