Assignment Title: TVET Governance Support – Systematic Approach for Better Education Results-Workforce Development (SABER-WfD & TPA) Studies in Tonga

The Ministry of Internal Affairs (MIA) and Ministry of Education and Training (MET) have received financing from the World Bank toward the cost of the Skills and Employment for Tongans Project (SET) and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include strengthening TVET governance under Component 2 of the SET Project by conducting policy studies and produce policy recommendations to MET. It is anticipated that this position will commence as soon as possible for an estimated period of 6 months. The firm will be working closely with the Ministry of Education and Training.

The Ministry of Education and Training via the SET Project now invites eligible consulting firms (“Consultants”) to provide an Expressions of Interest demonstrating that the firm have the required qualifications and relevant experience to perform the Services. The Expressions of Interest should consist of documentary evidence clearly defining:

  • description of company profiles/ core business with at least 10 years of experience in similar services;
  • details of at least two (2) similar assignments successfully performed for the last 5 years; and
  • experience in similar conditions (developing country contexts, particularly the Pacific Region).

It may include qualifications of the firm’s own senior management staff relevant to the assignment. CVs of proposed consultants are not required at this stage. Given the often-large number of submissions, firms should pay attention to the importance of brevity of the information to be sent.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations.
