The Program
The New Zealand Aid Programme has decided to deliver a new programme of support to the Tongan justice sector over an initial period of three years from 2019 – 2022. The Tonga Justice Sector Support Programme (TJSSP) consists of four components:
- Improving the quality of service at the Supreme Court;
- Improving the quality of service at the Magistrates’ Court; and
- Establishing a youth diversion scheme to prevent minor youth offenders from entering the criminal justice system.
The long-term outcome of the TJSSP is to improve access to fair and effective justice by working through these four components.
The Position
The Administration and Finance Officer will be responsible for the administration of the TJSSP, including human resources, procurement, finances, logistics and operations. This role will support the Programme Manager in managing the components of the TJSSP, particularly in ensuring compliance with relevant corporate obligations under Tongan and New Zealand law, audit requirements and financial reporting.
The Person
The ideal candidate will hold a Bachelor’s degree in accounting or relevant field or higher from a recognized tertiary institute and proven years of relevant working experience would be desirable. You will have demonstrated experience in providing administrative support to the management of a programme, particularly in human resources, procurement and finance functions. To be successful in this role, you will have demonstrated experience in preparing accurate and responsive financial reports for a range of stakeholders. Experience in working with civil society and community groups would be an advantage, particularly in administering a grants facility. The ideal candidate will have experience working in a context requiring cross-cultural skills, preferably on an international development programme in Tonga or in the Polynesian/Pacific Islands, or other developing country context.
