The USAID Climate Ready Project is a five-year regional programme starting in 2017 which aimed at assisting the Pacific Island Countries including Tonga to achieve their national climate change adaptation goals, access and utilise climate funds, and improve systems that will better manage and monitor adaptation projects. The USAID Climate Ready Project will be supporting the establishment of the JNAP Secretariat.
A JNAP Secretariat will be established at the Department of Climate Change of the Ministry of MEIDECC consisting of a Senior Climate Change Project Officer (SCCPO), Climate Change Technical Officer (CCTO) and a Climate Change Communication Officer (CCCO).
Post 1: Senior Climate Change Program Officer (SCCPO)
- Scope of Work
The Senior Climate Change Program Officer will manage the JNAP Secretariat on a day-to-day basis and is accountable to the executing agency for the planning, management, quality control, timeliness and effectiveness of the activities carried out, as well as the management of funds. This officer will also ensure the regular monitoring, evaluation and reporting of activities implemented by the JNAP Secretariat.
The Senior Climate Change Project Officer will be located at the Department of Climate Change (DCC), Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC). He/she will report directly to the Director of Climate Change via the Head of the Climate Finance, Policy and Planning Divisions of the Department of Climate Change. He/she will also work closely with the JNAP Technical Team and climate change relevant stakeholders.
- Duties and Responsibilities
The Senior Climate Change Project Officer (SCCPO) will carry out the following duties:
- Prepare a detailed annual work plan and budget for the JNAP Secretariat, Tonga;
- Oversee the overall implementation of activities under the project;
- Lead the implementation of the Tonga Joint National Action Plan 2 (Tonga JNAP2) on Climate Change and Disaster Risk Management, in close collaboration with the Director of Climate Change and Head of the Climate Change Policy and Planning Division of the Department of Climate Change;
- Support the Climate Resilient Sector Project (CRSP) Climate Change Trust Coordinator to develop annual and quarterly workplans and budgets for the T-CCTF to be approved by the Board;
- Support the Climate Resilient Sector Project (CRSP) Climate Change Trust Coordinator with the coordination and operationalisation of the Tonga-Climate Change Trust Fund (T-CCTF) and the overall communications as per T-CCTF Communication Plan;
- Support the T-CCTF Coordinator
- schedule and organize the CCTF Board Meetings;
- preparing of Minutes and Board papers for the meetings;
- Support the Department of Climate Change (DCC) and Ministry of Finance and National Planning (MFNP) in reviewing the Operational Manual (OM) of the T-CCTF;
- Ensure that all inputs to the CCTF are directed toward achieving objectives, in line with the operational manual;
- Regular reporting of Fund’s result and issues to Donors, Board, Director of CCD, as required;
- Support and participate in the review of T-CCTF and replenishment;
- Provide technical advice to Director of Climate Change on JNAP 2 and CCTF implementation and on new project development;
- Develop ToR for the Audit of the Fund and provide support where required;
- Support Director of Climate Change and Head of Divisions of Department of Climate Change with development of climate change funding proposals;
- Ensure effective communication and adequate information flow on JNAP2 and T-CCTF with the relevant authorities, institutions and government ministries and departments, NGOs and private sectors in close collaboration with the Director of Climate Change, Head of the Climate Finance and Policy and Planning Divisions at Department of Climate Change and the JNAP Technical Team;
- Maintain and establish additional links with other related national, regional and international climate change programs;
- Lead the consultations with relevant stakeholders (government, non government organisations, CSO and private sectors) on JNAP 2 and T-CCTF in close collaboration with Director of Climate Change, T-CCTF Coordinator, Head of Divisions of Department of Climate Change and the JNAP Technical Team;
- Support the Director of Climate Change and Head of Divisions of Department of Climate Change with organizing of Annual Climate Change Donor Rountable;
- Prepare weekly, monthly quarterly & annual reports on JNAP 2 and T-CCTF implementation and submit to Director of Climate Change and GCF Secretariat via Head of Climate Finance and Policy and Planning Divisions of Department of Climate Change;
- Undertake any other responsibilities related to the Project as requested by Department of Climate Change and MEIDECC and USAID Climate Ready Project;
- Serve as secretary to the National Climate Change Coordination committee.
III. Qualifications and Skills
- University degree- Master degree with minimum of 3 years or Bachelor degree with minimum of 5years of technical and project/program management experience at senior level and particularly in fields of climate change, accounting, resource economics, resource management or related fields.
- She/He must have good experience working with donors and development partners as well as national stakeholders on climate change and related issues.
- She/He must have good experience with developing project concepts and proposals.
- Work Experience in a similar role would be an advantage.
- Experience in the Pacific region or small island states would be a necessity.
- Good knowledge and experience with the Climate Change Technical Reports, Tonga Joint National Action Plan on Climate Change and Disaster Risk Management, Climate Change Policy and Tonga- Nationally Determined Contributions.
- Demonstrated ability in managing projects, and in liaising and cooperating with all project stakeholders including government officials, scientific institutions, NGOs and private sectors.
- Familiarity with international organizations operations and structure.
- Good experience with Government and in interdepartmental procedures.
- Familiarity with international negotiations and processes under the UNFCCC and the Paris Agreement.
- Fluent written and oral communication in Tongan and English.
- Strong communications and interpersonal skills.
- Excellent computer knowledge (MS Office, Internet).
- Tonga citizenship.

Post 2: CLIMATE CHANGE TECHNICAL OFFICER (CCTO)
- Scope of Work
The Climate Change Technical Officer will be responsible for coordinating of all technical activities of the JNAP Secretariat in implementing the Tonga JNAP 2 and T-CCTF. This will be done in close collaboration with the Senior CCPO, Department of Climate Change and JNAP Technical Team.
The CCTO will report directly to the Senior Climate Change Project Officer. He/she will be will be located at the Department of Climate Change, MEIDECC.
- Duties and Responsibilities
The CCTO will carry out the following duties:
- Lead in scientific and technical advice on climate change, disaster risk management, sustainable development and resiliency for all T-CCTF & JNAP2 related tasks in close collaboration with the Director of Climate Change and the JNAP Technical Team.
- Support the T-CCTF Coordinator in screening and assessment of T-CCTF project proposals in close collaboration with Department of Climate Change and JNAP Technical Team.
- Support the SCCPO and Communication officer in developing relevant communication and awareness tools and conducting awareness programmes.
- Support the SCCPO with its role and responsibilities to the JNAP Technical Team and T-CCTF Board as prescribed in the Operational Manual.
- Lead the development of a JNAP2 and T-CCTF monitoring and evaluation framework and reporting back to climate change relevant stakeholders.
- Draft screening and assessment reports for the Board and JNAP Technical Team through the CCSPO and the Department of Climate Change.
- Develop relevant capacity needs assessment for key stakeholders of the T-CCTF.
- Assist the SCCPO in project development and resource mobilization.
- Assist the SCCPO with designing of climate change funding proposals in close collaboration with Department of Climate Change and JNAP Technical Team.
- Assist the CCSPO on procurement information requirements relating to JNAP2 and T-CCTF.
- Assume any other duties as determined by the SCCPO.
III. Qualifications and Skills
- University Degree- Bachelor Degree in Science, environmental science, climate change or related field with three years of working experience in the area of climate change and/or related fields;
- Good knowledge of JNAP 2, Tonga National Communication, Tonga-Nationally Determined Contributions, Greenhouse Gas inventory, vulnerability and adaptation as well as mitigation issues;
- Good knowledge and UNFCCC, Kyoto Protocol and Paris Agreement.
- Good knowledge of global climate funds including the Adaptation Fund and the Green Climate Fund;
- Experience in Government and in interdepartmental processes and procedures;
- Fluency in both English and Tonga and proficiency in written and oral communication;
- Computer literate;

Post 3: CLIMATE CHANGE COMMUNICATION OFFICER (CCCO)
- Scope of Work
The Climate Change Communication Officer will be responsible for coordination and conducting of all awareness programmes of the JNAP Secretariat including the T-CCTF and JNAP2. This will include the dissemination of information and data to national stakeholders, in close collaboration with the Senior CCPO, CCTO, Department of Climate Change and JNAP Technical Team.
The CCCO will report directly to the Senior Climate Change Project Officer. He/she will be will be located at the Department of Climate Change, MEIDECC.
II Duties and responsibilities
The CCCO will carry out the following duties;
- Lead the implementation of the T-CCTF & JNAP2 communication plan in close collaboration with CRSP CCTF team, Director of the Climate Change and Head of Divisions of Department of Climate Change.
- Make sure that monitoring of the communication plan is included in the T-CCTF & JNAP2 monitoring and evaluation framework.
- Draft communication M&E reports relevant for stakeholders needs.
- Develop relevant communication capacity needs assessment for key stakeholders of the T-CCTF and JNAP2.
- Conduct awareness programmes on radio and television about JNAP 2 and T-CCTF with the assistance from CCPO and Department of Climate Change.
- Conduct awareness programmes on JNAP 2 and T-CCTF with climate change stakeholders in Tonga.
- Draft Press Release for trainings and workshops conducted under the JNAP 2 and T-CCTF.
- Develop awareness materials (brochures, posters, newsletters), short video and documentary on JNAP 2 and T-CCTF (both in English and Tongan) and distribute to national stakeholders.
- Develop quarterly newsletter on JNAP2 and T-CCTF and distribute to national stakeholders.
- Assist with organising and conducting dialogue to discuss and update current and future projects funded by donors and development partners.
- Document good practices and lesson learnt from the JNAP2 and T-CCTF and share with national stakeholders.
- Support the Communication and Knowledge Management Division of the Department of Climate Change with regularly update the climate change portal and database with relevant data and information from the JNAP2 and T-CCTF.
- Assist the SCCPO with preparation and organisation of meetings, trainings and workshops, as well as other events on JNAP 2 and T-CCTF.
- Prepare minutes of all meetings, trainings and workshops.
- Assist the SCCPO in project development and resource mobilization for communication activities.
- Assist the SCCPO as necessary on design of climate change funding proposals in consultation with Department of Climate Change and JNAP Technical team on funding opportunities for the T-CCTF and JNAP2.
- Assume any other duties as determined by the SCCPO.

- University Degree- Bachelor Degree in Education, English, Journalism, environmental science, climate change, Information Management or related field with three years of working experience in the area of climate change and/or related fields;
- Demonstrated understanding of climate change and related issues;
- Experience in an international working environment, including project and programme implementation;
- Experience in organizing and facilitating trainings, workshops and meetings, logistics (procedures), as well as preparation of documentation before and after trainings, workshops & meetings;
- Experience in Government and in interdepartmental processes and procedures;
