The Government of Tonga has received financing from the United Nations Development
Programme (UNDP) towards the cost of the National Emergency Management Office (NEMO) and intends to apply part of the proceeds for consulting and assistant services as Clusters Coordinator.
1) The Consultant/Assistant service (“the Services”) includes ensures Effective Cluster Coordination, focusing on the achievement of the following results;
Recovery plans and updates are shared with relevant partners in the Government, NGO’s and Donor/Development partners.
Improved communications and coordination of Cluster activities including obtaining information from clusters and reported by NERC.
National Recovery Committee and clusters actively supported where feasible.
Close efficient relationship with other relevant sector specialists to coordinate clusters
Coordination of the implementation of the plan and support ER policy response planning and capacity building activities
2) Supports MEIDECC in the implementation of its role in the National Emergency Recovery Committee to demonstrate the following results:
Improved communication and coordination in early recovery planning and implementation of recovery plan with all stakeholders.
Act as Secretariat in NERC meetings
Organize National Emergency Recovery Committee (NERC) meetings including reminding members of the meeting
Record and daft Minutes for each NERC meetings
Follow up with members on action items
Draft Cabinet submissions in consultation with NERC chair
3) Supports information flows
Obtain, maintain and distribute relevant information to NERC members
Assist MEIDECC in hosting information sessions, press conferences and radio and TV programs.
4) Deliverables
The consultant/contractor will report to CEO, MEIDECC who will be responsible for all GITA related activities. The following deliverables shall beprovided;
Acknowledgment of all specific email or verbal taking’s, including identification and advice on any foreseen timing or input constraints. For instance, delay due to completing work demands
Cabinet submissions drafted on time
Agendas, Minutes and meeting papers are distributed on time
5) Project Collaboration Description
The focus of inputs in the next 12 months would be to:
1) Assist MEIDECC in its role in the coordination information amongst all the clusters
2) Assist MEIDECC in its role in the communicating with Cabinet and the public as whole
3) Assist MEIDECC in its role in coordinating the clusters to feed into MOFNP’s role in implementing and coordinating activities
6) Output and Reporting Requirements
Maximum of two pages report to be upon submission to the UNJPO, summarizing work completed within themonth
7) Salary Band
• Government Pay Band K ($23,520 – $35,280)
This is a part time position for 12 months and the Consultant will be informed upon appointment with further details.
The Ministry of Meteorology, Energy, Information, Disaster Management, Environment,
Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Short listing criteria are;
- A minimum Bachelor in Social Science or related fields Have at least a year’s working experience in similar organizations
- Can be able to work closely with stakeholders (especially with MEIDECC) and developing strong relationships with team members to deliver projects with absolute transparency whilst involving and building capacity of counterparts.
- Excellent verbal and written language skills with the ability to communication effectively to an range of audiences
- Also preferable if the person have experiences and understandings of government procedures and bonus if have prior knowledge of emergency management structure in Tonga.
- Ability to demonstrate ability and commitment to working collaboratively
- Commitment to team work, coaching and mentoring
- Patience,tolerance and flexibility
