Applications are hereby invited to apply for the post of a Senior Climate Change Economist for the Green Climate Fund Readiness and Preparatory Support Project Program under the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications.

For government employees, endorsement of respective Head of Departments is required. All applications must be addressed to the CEO of Meteorology, Energy, Information, Disaster Management, Environment, Clim ate Change and Communications, P.O. Box 1380, Taufa’ahau Road, Nukualofa, Tonga and labeled “Senior Climate Change Economist for the GCF Readiness Program” and to reach his office no later than 4.30pm, Friday, 11 May, 2018.

The Tonga Green Climate Fund Readiness and Preparatory Support Program is funded under the Green Climate Fund (GCF-RPSP). This Fund was established as a financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) to support climate actions in developing countries. These countries are extremely vulnerable to climate change and its adverse impacts because of their geographic and socio-economic status. These countries need considerable financing resources to facilitate adequate adaptation to climate change impacts.

Accessing and management of the GCF are still major capacity gaps for developing countries. The Readiness and Preparatory Support Program of the GCF was therefore established to maximize the effectiveness of this fund and also to build the capacities of national governments and/or institutions in vulnerable countries to increase accessibility and effective management of these funds.

The priority areas of the Tonga-GCF Readiness and Preparatory Support Program(GCF-RPSP) include;

• establishment and strengthening of the Nationally Designated Authority/focal point
• development of strategic framework for engagement with the fund
• selection of the national implementing entity and support for accreditation.

This program is currently executed in Tonga by MEIDECC in close partnership with Ministry of Finance and National Planning.

Post: Senior Climate Change Economist (SCCE)

Scope of Work
Under the supervision of the Head of Aid Management Division at the Ministry of Finance and National Planning, the Senior Climate Change Economist (SCCE) will be required to assist the Deputy CEO of the Project and Aid Management Division in the completion of the accreditation application and the gap assessment to meeting the GCF accreditation requirements and standards.

He/She will be responsible for formulating the full online accreditation application by inputting relevant information and documents from the Tonga GCF Readiness application. The SCCE will report directly to the Deputy CEO of the Project and Aid Management Division. He/she will be located at the MFNP.

Duties and Responsibilities
The SCCE will carry out the following duties:

• Review the Online Accreditation System and compare the GCF application requirements with the documents and information submitted by MEIDECC to GCF Secretariat in the proposal.
• Formulate the full online accreditation application by fill gaps in GCF accreditation for sections that are not included or covered in the accreditation application.
• Complete the seven accreditation application via the Online Accreditation System.
• Assess capacity needs assessment from institutional strenghtening to supporrt the accreditation process
• Assist the Deputy CEO of the Project and Aid Management Division to coordinate the accreditation process for the Ministry.
• Monitor and provide updates on the progress of the accreditation
• Assist with trainings and workshops on accreditation under the GCF program
• Assist the provision of information and data to support the progress of the GCF Readiness and Preparatory Support Program.
• Present the accreditation application to NDA, GCF Unit, JNAP Task Force and Climate Change Support team
• Provide monthly report on the accreditation status to Deputy CEO of Project and Aid Management Division and GCF Unit at the Department of Climate Change, MEIDECC.
• Assist in addressing any review comments received from the GCF Secretariat following the online accreditation submission
• Any other duties as delegated by the Deputy CEO of the Project and Aid Management Division

III. Qualifications and Skills

• Must have a degree in Economics, Management, Accounting or related field, from a recognized University.
• Experience relating to Climate Finance and GCF accreditation application process is desirable.
• Good communication skills. Fluent in both Tongan and English languages (written and oral).
• Good analytical skills and computer skills
• Able to handle changing conditions, seeks innovative solutions and process to solve problems
• Strong presentation skills, reports writing, trainings and workshops;
• Team work, strong time-management, organizational and inter-personal skills; facilitates team working and collaboration drawing on individual’s skills.

Salary: Salary Range is TOP$23,520 – TOP$35,280, in accordance with Tonga Government Civil Service Salary scale/Band K

Duration: 12 months
