New water testing laboratory officially opened

19th May, 2015 The Acting Prime Minister and Minister of MEIDECC Hon. Siaosi Sovaleni officially opened a water testing laboratory yesterday at the Natural Resources Centre, Vaololoa.

The laboratory aimed to test and monitor the quality of Fanga’uta Lagoon under the Ridge to Reef (R2R) Project.

Hon. Siaosi Sovaleni said the new lab would help monitor Fanga’uta’s ecosystem health.

“The newly established water testing laboratory will be the beginning of an ongoing collaborative effort involving the various stakeholders monitoring the Lagoon’s ecosystem health,” he said.

“We hope to expand the existing laboratory into the future to be able to cater for other national research needs.”

CEO of the Ministry of Land and Natural Resources ‘Asipeli Palaki said in the past years the project’s committee relied on other labs both international and local to test water samples.

“Today we witness our own laboratory. Before we used different laboratory, we used the Ministry of Health’s lab for testing, we used Tonga Water Board’s laboratory but now we have our own facility,” he said.

“We will no longer depend on other government ministries and we will no longer send out samples overseas for further analysis. We will do it here in Tonga.”

UNDP’s Coordination Officer Ms Milika Tuita congratulated the Acting Prime Minister and members of the project’s committee for their great achievement in the establishment of the water testing lab.

“I would like to congratulate the Hon. Minister for MEIDECC, Director of Environment, Project Manager and her team, members of the technical working group, representatives of partner ministries, departments and community members for the various significant achievements in the past year, and now with another milestone completed in the establishment of the water testing laboratory.”

The R2R Program was one of the Global Environment Facility (GEF) in the Pacific in partnership with International Institutions including UNDP in the implementation of such program in the Pacific Island Nations, Africa and the Caribbean.

Presented at the special occasion was the Ambassador of the Kingdom of the Netherlands Mr. Rob Zaagman and the Special Envoy of the UN, Ambassador Sjev Ijzerman.

Women Candidates Meet to Strengthen their Approach to Communities – ahead of June Elections

19th May, 2016 The Women’s Affairs Division of the Ministry of Internal Affairs is coordinating a 1 day workshop on Thursday, 19 May with the women candidates who will stand in the upcoming District and Town Officer elections.

The workshop is a follow-up meeting with the candidates who were part of the International Women’s Day workshop that took place in March. The aim of tomorrow’s workshop is to meet again with the women together as a group and recap on their experience so far for the local elections. It is also aimed assist these women by providing them with more information that could be of use in their campaign approach to their various communities. The workshop comes at a crucial time, only weeks before June when the elections will be held. It is also an opportunity to discuss issues and solutions relating to family values, as last Sunday was the International Day of Families that the Division marked with a prayer service at Houma Wesleyan Church.

The workshop will discuss with the women the Family Protection Act and how it can be used effectively in each of their communities. There will also be sessions dedicated to discussing family issues within communities and the best approach these women can take, as leaders of their communities. The workshop is intending to have 30 women participate. In the coming weeks, the Division together with the International Women’s Day National Planning Committee (IWDNPC) is also planning to conduct a follow-up workshop in Vava’u. This is the result of the first round of workshops to the outer islands that were conducted last month to which more than 10 women from Vava’u have confirmed their candidacy to the Women’s Division office.

The follow-up workshop is part of the work done by the Women’s Affairs Division to encourage more women into political leadership at both national and local levels from 2014 – 2018. The workshop will be held at 9:00am Tofoa, Tonga Culture Centre Conference Building opposite Vaiola Hospital.

Strengthening the capacities of climate change adaptation and disaster risk reduction stakeholders in Tonga

23rd May 2016 Oxfam New Zealand and the University of Auckland in collaboration with the National Emergency Management Office and the Department of Climate Change organized a one-day workshop entitled: ‘Strengthening the capacities of climate change adaptation and disaster risk reduction stakeholders in Tonga’. This workshop was held on the 19th May 2016 at the NEMO Conference Room from 9am to 4 pm. Andrew Toimoana, acting CEO of MEIDECC, delivered the opening remarks and provided the participants with certificates of completion of this workshop.

Increasingly policy makers, scientists and practitioners recognize that Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) should be integrated in a common framework. Pacific countries have been leading such integration of CCA and DRR through innovative policies at both international and national levels. This workshop emphasised lessons learned from Tongan experiences and develop an agenda towards strengthening the capacities for CCA and DRR stakeholders in Tonga.

The workshop was funded by Oxfam New Zealand. The participants included government staff from the National Emergency Management Office, Department of Climate Change, Ministry of Agriculture Food Forest and Fisheries, and Tonga Meteorological Services. International and local Non-Governmental Organizations included Tonga National Youth Congress, Act for Peace, Tonga Community Development Trust and Oxfam. Participants also included development partners such as DFAT, MFAT and UNDP as well as representatives from local communities including town and district officers.

  • Relevant tertiary qualifications from a recognized institution in IT, business management, administration, engineering or other relevant discipline
  • Demonstrated high level competency in computer skills for operations using Microsoft Word, Microsoft Excel, Microsoft Powerpoint and Microsoft Outlook applications

25th May, 2016 “ Tobacco kills up to half of its users. Tobacco kills around 6 million people each year. More than 5 million of those deaths are the result of direct tobacco use while more than 600 000 are the result of non-smokers being exposed to second-hand smoke.” (Courtesy the WHO website)

Tobacco is also one of the four major risk factors that affect NCDs (non-communicable diseases) in Tonga, and is a vital part of the Hala Fononga ki ha Tonga Mo’ui Lelei – the National NCD Strategy 2015-2020.

31st May 2016 is World No Tobacco Day and the Ministry of Health is launching an intensive 6-week Anti-Tobacco campaign. The campaign “Tuku ifi Leva” (Quit Smoking Now) is a national health promotion campaign highlighting the dangers of Tobacco use and second-hand smoke. This campaign is supported and funded by the Government of Tonga, Government of Australia, World Health Organization and TongaHealth. TongaHealth is also funding and coordinating the Monitoring and Evaluation for this campaign. This funding is part of the five year, A$2.1 million dollar (T$3.2 million) agreement, between TongaHealth and the Government of Australia to support the implementation of Tonga’s National NCD Strategy 2015 – 2020.

Implementation of Foreign Exchange Levy for the 2019 South Pacific Games to Commence from Wednesday 1st June 2016

27th May, 2016 The new Foreign Exchange Levy to assist fund Government’s hosting of the 2019 will come into force next week from Wednesday 1st June 2016.

The CEO for the Ministry of Finance and National Planning Tatafu Moeaki stated “Consultation meetings with all the five (5) Banks and representatives of the ten (10) licensed foreign exchange dealers since early 2015 had contributed to the enacted legislation and the Foreign Exchange Levy Regulation 2016 to ensure its implementation does not introduce foreign exchange restrictions, lower the levy amount, and lower administration costs by financial institutions. The new legislation directs every financial institutions, banks, and money transfer operators to collect the levy from every purchase or sale of foreign currency in Tonga. The levy is calculated as half of one seniti from the spread of every One Pa’anga on the condition that the spread is greater than the levy.”

  1. Financial institutions are required to keep financial records of all foreign exchange purchases and sales; from these records, the levy can be calculated; and on a monthly basis each financial institutions is required to pay over the collected amount to designated accounts at each of the Banks or to the Ministry of Finance and National Planning. Various examples of foreign exchange transactions, required records to calculate the spread and application of the levy had been a subject of consultations with the financial institutions including the template for the monthly return to ensure effective implementation, compliance and accurate reporting.
  2. Moeaki further stated “the support of the public, business community and cooperation of all the financial institutions and foreign exchange dealers are requested to assist Government fund its hosting responsibilities for the 2019 Pacific Games as Government want to get more youth playing sport professionally and safely from a young age, and to help them keep playing sport throughout their life. The Ministry of Finance will continue to assess the implementation of the levy to ensure it does not introduce any restriction to foreign exchange transactions, better compliance and effective regulatory responses.”
  3. The Ministry will be happy to clarify as required by the public, business community and key stakeholders.

27th May 2016 Fifty one (51) recruit candidates passed out as military officers this morning after completing 12 weeks training at Taliai Camp.

Recruit Simote Ma’uhoa ‘o Falemaama Puniani Molitika of Hihifo Ha’apai and Ma’ufanga, Tongatapu was named the Best Overall Recruit of the 60th HMAF Intake taking home the Best Indoor Lessons and the Best Field Training.

Captain Navy Sione Uaisele Fifita told the recruits that today marked the beginning of their service.

“Today marks the completion of the 12 weeks you have accomplished and this is the beginning of your journey at His Majesty’s Armed Forces,” he said.

“As a soldier, you must embrace the military’s golden values which are honesty, gratitude, passion, humility, respect and capable. It is also important to be healthy so that you can carry out your work to the best of your abilities.”

Captain Navy Fifita urged the new recruits to take English classes because that would open doors for further studies overseas.

“If you are having difficulties in English, I encourage you to attend English classes because there are many opportunities available for further studies overseas. But you first have to pass your English test before advancing.”

“A Chinese proverb said a journey of a thousand miles starts with one step. Today is your first step into the future and we can overcome the challenges ahead of us by working together with the rest of the unit and sub-units with God’s help.”

Public Notice Special Public Holiday

30th May, 2016 To mark the historic occasion of the upcoming celebration of the 150th Anniversary of Tupou College of the Free Wesleyan Church of Tonga, the Prime Minister’s Office is pleased to announce to the public and the people of Tonga that the Cabinet has approved that Wednesday 22nd of June 2016 be declared a Special Public Holiday to the entirety of the Kingdom of Tonga.

As such, Wednesday 22nd of June 2016 is hereby declared as a Special Public Holiday for the Kingdom of Tonga. This special public holiday is a one-off, and it is in recognition of the 150th Anniversary of Tupou College, the first secondary school to the established in Tonga and to reach 150 years.

Immediate Vacating the Position of Pacific Games 2019 (PG2019) Organizing Committee (OC) CEO/Chairman

30th May, 2016 The Audit & Governance Authority (AGA) for the Tonga-hosted PG2019 has approved that the position of PG2019 OG CEO/Chairman is to be vacated by the incumbent Lord Sevele-‘o-Vailahi with effect from 4.30pm, Friday 27 May 2016.

The AGA has further approved that the Solicitor General shall be appointed Interim CEO/Chairman of the OC until further notice.

This decision is based on the significant downgrade of the role of the OC CEO/Chairman since 5 February 2016. This occurred when the Government Facilities Committee (GFC) took over the majority of the OC’s role and having inherited over 60 percent of the responsibilities of the OC CEO/Chairman. The position is currently being re-evaluated by the Remuneration Authority before it will be re-advertised in due course.

The decision is in line with Tonga as a sovereign state, Tonga’s Public Financial Management Act for frugal and prudent utilization of its public funds, and the Pacific Games Organization Act 2013 aimed for the successful implementation of the PG2019 in Tonga.

The PG2019 belongs to the Pacific Games Council (PGC) but its successful implementation depends to a larger extent in the hosting country – the recipient of their product. The Government of Tonga, as a sovereign state, is not to submit to the PGC to decide for Tonga on who to employ to facilitate the PG2019.

30th May, 2016 The High Level Segment of the second United Nations Environment Assembly (UNEA-2) opened Thursday, 26 May at the UN Environment Programme (UNEP) headquarters in Nairobi, Kenya. Backed by the universal membership of all 193 United Nations Member States and the full involvement of major groups and stakeholders, UNEA reaches widely into the legislative, financial and development arenas, providing a ground-breaking platform for leadership on global environmental policy. UNEA is the world’s highest-level decision-making body on Environment.

H.E. Hon. Siaosi Sovaleni, Tonga’s Deputy Prime Minister and Minister for Environment, represented the Pacific on his delivery statement on the many challenges faced by Tonga and the Pacific Island Countries, and requested for the Member States, the UN and other stakeholders to recall the agreed international
Framework commitment to the SAMOA Pathway.

Hon. Sovaleni further elaborated on the importance of addressing non-climate related factors that impact negatively on island ecosystems and its people, such as invasive species, pollution, over-fishing and unsustainable coastal development, “It is therefore imperative that we invest in appropriate and cost-effective options to simultaneously address climate and non-climate factors as a strategy to manage natural capital for sustainable development and poverty eradication”, says the Deputy Prime Minister for Tonga. Priorities highlighted that can be integrated into the UN’s Programmes of Work included: addressing climate change and enhancing resilience; decoupling economic growth from resource use and pollution; maintaining biodiversity and sustainable provision of ecosystem services; managing chemicals and waste; developing integrated approaches to environment and health; strengthening science-policy linkages; and strengthen governance for delivery of the Sustainable Development Goals (SDGs).

Several side events on different issues had run in parallel with the meeting to share knowledge and experiences on relevant issues pertaining to the theme, delivering on the environmental dimension on the 2030 Agenda for sustainable development. The HLS ended on 27 May 2016.

China Traditional Orchestra Wins Applause in Kingdom of Tonga

31st May, 2016 On 28 May 2016, China National Traditional Orchestra, a leading orchestra far from China, traveled cross the Pacific and brought a wonderful Traditional Chinese Music Concert at Loumaile Lodge in Nuku’alofa, Kingdom of Tonga. The concert was honored by the attendance of HM Queen Mother Mata’aho together with HRH Crown Prince Tupouto’a ‘Ulukalala and HRH Princess Pilolevu Tuita. H.E. Mr. Huang Huaguang, Chinese Ambassador in the Kingdom of Tonga, Nobles of the Realm, Cabinet Ministers, Members of Parliament and other distinguished guests for HM Queen Mother birthday celebration also jointed this happy occasion.

The program includes traditional Chinese classical music like Qinqiang Ballads Cluster, the Flowery Moonlit on a Spring River as well as items show the combination of Chinese and Western culture like Espana cani. It ended with a Happy Birthday Song for HM Queen Mother performed by Chinese instruments and gained rounds of applause.

The Concert was jointly organized by China Federation of Literacy and Art Circles, the Chinese Embassy in Tonga and Tonga-China Friendship Association and is part of the celebration for HM Queen Mother’s 90th birthday.

Before the concert, H.E. Mr. Huang gave a remarks to appreciate the contribution of Tongan Royal Family for the development of China-Tonga relationship and mentioned that Chinese artists have traveled thousands of miles to bring the excellent performance, “they are here to promote the China-Tonga friendship and to celebrate HM Queen Mother’s Birthday.”

H.E. Mr. Huang also addressed that, “both China and Tonga enjoy a long history and rich culture. We share a common character, that is traditional music keeps a key position in our culture and daily life…. I think the visit of the orchestra in this happy occasion demonstrates the sharing specialty of our cultures and is an important contribution to our cultural exchanges.”

Hon. Samiu Vaipulu, Vice Chairman of Tonga China Friendship Association and Hon. Poasi Tei, Acting Minister for Internal Affairs also delivered remarks to welcome the great performance by the Orchestra.

Japanese Television Program broadcasted in Tonga

31st May 2016 Japanese Television Programs were again handed over to Tonga Broadcasting Commission as a proactive support in enhancing knowledge of the people of the Kingdom of Tonga, into the diverse aspects of Japanese culture and society. 

Two programs presented this time were; a 39 episode animation suitable for children titled the “Tico and Friends,” depicting an adventure of an eleven year old girl who travelled around the world with a seven-ton, eight meter long killer whale. The second program is a five episode drama of various lifestyles and social practices of the Japanese people, titled the “Love Stories from Fukuoka.” Both programs were provided in the DV-Cam video cassettes and will be broadcasted starting next month through Television Tonga.

Japanese Television Program has been broadcasted in Tonga since 2010 under the Japan Foundation, Promotion of TV Broadcasting Abroad Program in collaboration with Tonga Broadcasting Commission. Concurrently the “Carnation,” a Japanese drama, of the turbulent life of a mother who became internationally known as a fashion designer is being broadcasted since March, this year.

Tonga Broadcasting Commission is the only authorised broadcaster to broadcast the Japanese television program, and the Embassy of Japan wishes to continue this partnership, with more Japanese Television programs to be handed over in the coming years.

Japanese Government Scholarship 2017

31st May 2016 The Embassy of Japan in the Kingdom of Tonga will conduct the orientation and the primary selection of applicants of the Japanese Government (Ministry of Education, Culture, Sports, Science and Technology: MEXT) Scholarship for 2017 as outline below. As for the field of study, qualifications and application procedure, and the other details of the scholarship, please refer to the application guidelines through the

 Research Students *Applicants generally must have been born on or after April 2, 1982.

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) offers scholarships to international students who wish to study in graduate courses at Japanese universities either as a (non-degree) student or a regular student seeking a degree.

FIELD OF STUDY

  • Applicants should apply for the field of study they majored in at university or its related field. Moreover, the fields of study must be subjects which applicants will be able to study and research in graduate courses at Japanese universities.
  • The fields of study may be restricted to particular fields by the Japanese Embassy/Consulate General (hereinafter referred to as the “Japanese diplomatic mission”) in the applicant’s country.
  • A student who studies medicine, dentistry or welfare science will not be allowed to engage in clinical training such as medical care and operative surgery until he/she obtains a relevant license from the Minister of Health, Labor and Welfare under applicable Japanese laws. Those studying traditional entertainment arts such as Kabuki and classical Japanese dances, or subjects that require practical training in specific technologies or techniques at factories or companies are excluded from this restriction.

Undergraduate Students

*Applicants generally must have been born between April 2, 1995 and April 1, 2000

FIELD OF STUDY

Those who wish to study in Japan as an undergraduate student must choose a field of study (major) from (1) or

  • Social Sciences and Humanities

Social Sciences and Humanities-A: Law, Politics, Pedagogy, Sociology, Literature, History, Japanese language, others.

Social Sciences and Humanities-B: Economics, Business Administration.

Note 1: Applicants who wish to major in fields other than those listed above (“others”) may have difficulties in finding universities that can accept them.

Note 2: Any fields related to “Economics” and “Business Administration” in Humanities B are not included in “others.”

  • Natural Sciences

Natural Science-A: A Science (Mathematics, Physics, Chemistry), Electric and Electronic Studies (Electronics, Electrical Engineering, Information Engineering), Mechanical Studies (Mechanical Engineering, Naval Architecture), Civil Engineering and Architecture (Civil Engineering, Architecture, Environmental Engineering), Chemical Studies (Applied Chemistry, Chemical Engineering, Industrial Chemistry, Textile Engineering), other fields (Metallurgical Engineering, Mining Engineering, Maritime Engineering, Biotechnology).

ANatural Sciences-B: EA Agricultural studies (Agriculture, Agricultural Chemistry, Agricultural Engineering, Animal Science, Veterinary Medicine, Forestry, Food Science, Fisheries), Hygienic studies (Pharmacy, Hygienics, Nursing), and Science (Biology).

Natural Sciences-C: EA Medicine, and Dentistry.

Note: A student who intends to major in Natural Sciences and would like to choose more than one major is required to choose and select first-, second-, and third-choice subjects from the subjects in parentheses from within the same course (i.e. Natural Sciences A, B or C). However, a student who selects Course C as his/her first choice may choose his/her second-choice subjects from Course B or C and third-choice subject from Course B as Course C offers only two subjects.

Specialized Training College Students

*Applicants generally must have been born between April 2, 1995 and April 1, 2000.

Note 2: Applicants who choose (7) “Other Fields” are required to specify what kind of field they want to study in “Chosen field of study and subjects in Japan (Field of study)”on the application form.

Note 3: For applicants who choose (7) “Other Fields,” there may be cases when there are no accepting colleges or it is difficult to be accepted at a college because the period of study exceeds that of the MEXT scholarship.

2. Application procedure

Applicants must submit the documents to the Embassy of Japan within the period shown below. The submitted documents will not be returned.

  • Period: from Monday, 20th June to Thursday, 23rd June

3. Primary selection

The Embassy of Japan will carry out the primary screening of applicants by means of an interview, a written examination, a review of the submitted documents.

  • Written examination
    • Date: Monday, 27th June, 9:00-17:00
    • Subject: Refer to Outlines of each scholarship program through the Embassy’s website
    • Place: Tonga Institute of Education
    • Notification of the result of the written examination

The Embassy of Japan will call the applicants who pass the written examination on Friday, 1st July, between 13:30 and 16:30pm.

  • Interview *those who pass the written examination will have the interview.
    • Date: Wednesday, 6th July 14:00-17:00
    • Place: Embassy of Japan, the 5th floor of National Reserve Bank of Tonga Building
  • The notification of the results of the primary selection

The Embassy of Japan will call the applicants who pass the primary selection on Friday, 8th July, between 13:30 and 16:30. Applicants who pass the primary screening will be recommended by the Embassy to Japanese Government, MEXT.

  1. Procedure After the primary selection

Refer to Outlines of each scholarship program.

5. Secondary selection

MEXT will carry out the secondary screening of applicants based on the result of the primary selection by the Japanese diplomatic mission

6. Notification of the selected applicants

  • MEXT will accept applicants whose placement of universities or colleges was made as MEXT scholarship grantees.
  • Applicants who have passed the primary screening at a Japanese diplomatic mission are not necessarily accepted as MEXT scholarship grantees. Applicants who were not accepted by any universities nor colleges will not be selected as MEXT scholarship grantees.
  • The Embassy of Japan will call the applicants who are accepted as MEXT scholarship grantees between January and March 2017.

JOB VACANCY: Finance Manager

Applicants are invited for the vacant position of a Finance Manager at Tonga Forest Product Ltd. The position will be reporting directly to the Chief Executive Officer (CEO).

Main Job Tasks and Responsibilities:

  • Lead the Finance Division of the Company and responsible for the staff engaged under the Finance Division
  • Compile and analyze financial information to prepare financial statements including monthly and annual accounts ensure financial records are maintained in compliance with accepted policies and procedures
  • Analyze monthly financial report and comment on variance between actual and budget vs. last year.
  • Ensure all financial reporting deadlines are met
  • Prepare financial management reports like Weekly Meeting Reports etc.
  • Checks and analyses monthly Stock Ageing report and Stock Turn-over rates.
  • Checks and analyses product GP for low and high products and bring to attention of CEO and General Manager as necessary.
  • Resolve accounting discrepancies and irregularities
  • Continuous management and support of budget and forecast activities
  • Develop and maintain financial data bases (MYOB)
  • Financial audit preparation and coordinate the audit process.
  • Ensure accurate and appropriate recording and analysis of revenues and expenses
  • Analyze and advise on business operations including revenue and expenditure trends, financial commitments and future revenues
  • Analyze financial information to recommend or develop efficient use of resources and procedures, provide strategic recommendations and maintain solutions to business and financial problems
  • Assist with financial and tax audits. This includes resolving all tax matters with reference to CEO or General Manager.
  • Assist in documentation and monitoring of internal controls and compliance with Company Policies Procedures manual.
  • Other Projects/task assigned by CEO or General Manager from time to time.
  • Payroll preparations
  • Assist with Internal Audit as required.
  • Maintain Fixed Assets Register and reconcile to Financial Accounts Monthly.
  • Preparation with CEO annual budgets.
  • Preparation of Monthly Cash Flow forecasts.
  • Ensure monthly reconciliation of all Bank accounts, Sundry and Trade debtors ad customers is complete and any issues outstanding are resolved.
  • Assist in preparations of regular stock takes at all locations.
  • Ensure accuracy of costings & reconciliation of cost accounts.

 

Desired Qualification:

Must have a Bachelor’s Degree in Finance/Accounting from recognised Institution and at least 5 years working experience, or a Master’s Degree in Finance/Accounting or CPA from recognised Institution and at least 3 years relevant working experience both in public and privates sectors.

Remuneration:

An attractive remuneration package is on offer. The successful applicant will be on a probationary period for up to 5 months and will be confirmed based on satisfactory performance appraisal.
